Bhopal (Madhya Pradesh): The state Budget 2025-26 is focused on welfare of Garib, Yuva, Annadata and Nari (poor,youth, farmer and women, bringing multiple schemes under a single umbrella for streamlined monitoring and implementation. The budget places strong emphasis on industry, infrastructure and agriculture while also addressing the needs of tribal and underprivileged communities.

A key highlight is the provision of insurance and pension cover for 1.27 crore women beneficiaries under the CM Ladli Behna Scheme, which played a major role in BJP’s 2023 Vidhan Sabha victory. To strengthen welfare initiatives, Rs 23,798 crore has been allocated for SC/ST/OBC development, ensuring targeted benefits for marginalised communities.

Moreover, Rs 51,074 crore has been set aside for urban and rural development, focusing on improving infrastructure and public services. In a significant move to support cattle welfare, the government has doubled the daily allocation for cow fodder from Rs 20 to Rs 40.

Women’s Welfare

The government has increased its gender budget, allocating Rs 1,23,625 crore for women’s welfare—up from Rs 1,13,354 crore in the previous year. The budget prioritises schemes aimed at empowering women financially and socially. A major highlight is the Rs 18,669 crore allocation for Ladli Behna Scheme, benefiting 1.27 crore financially weak women who have been receiving Rs 1,250 per month since September 2023. However, the government did not specify when the promised increase in the monthly installment would take effect. To support BPL families, the CM Samridh Parivar Scheme has been introduced, offering a comprehensive package of welfare schemes for eligible households.

Moreover, to enhance women’s participation in workforce, the budget proposes constructing working women’s hostels with 5,772 beds across four major industrial areas. The government has integrated funds from 31 departments to ensure targeted spending on women’s welfare, with 30% of their allocations dedicated to female beneficiaries. Key provisions include Rs 1,183 crore for the Laadli Laxmi Yojana, Rs 3,729 crore for Anganwadi Services (Saksham Anganwadi and Poshan 2.0) and multiple other schemes aimed at improving women’s health, education and employment opportunities.

Agri Push

The government has earmarked Rs 39,207 crore for agriculture sector in the 2025-26 budget, reinforcing its commitment to farmers’ welfare. Several key schemes have been strengthened to provide financial and infrastructural support to state cultivators. The Atal Krishi Jyoti Yojana has been allotted Rs 13,909 crore, ensuring uninterrupted power supply for agricultural activities. Besides, Rs 299 crore has been set aside for reimbursing free electricity provided to 5 HP agricultural pumps, threshers and light connections by MPVVM.

To boost farmers’ financial security, the Mukhya Mantri Kisan Kalyan Yojana will receive Rs 5,220 crore. Further, the Pradhan Mantri Fasal Bima Yojana has been granted Rs 2,001 crore to support crop insurance coverage. In an effort to aid crop procurement and farmers’ earnings, Rs 1,000 crore has been allocated under the Mukhya Mantri Fasal UpaarjanSahayata Yojana, along with an additional Rs 1,000 crore for bonus payments on crops procured at Minimum Support Price (MSP).

Empowering Youth

The government has allocated Rs 7,245 crore to empower youth through education, skill development and sports. Of this, Rs 4,591 crore is dedicated to sports, youth welfare and higher education, while Rs 2,645 crore is earmarked for science &technology, technical education, skill development and employment. In a bid to enhance skill development, the Lokmata Devi Ahilyabai Skill Development Programme has been introduced.

The government also plans to establish one Madhya Pradesh Institute of Technology (MPIT) in each division, modelled after IITs, over the next five years. Moreover, a Digital University and a National Defence University campus have been proposed to strengthen higher education. For sports infrastructure, Khelo India Small Centres will be set up to nurture emerging talents. Moreover, the government aims to construct at least one fully-equipped stadium in every assembly segment, which will also serve as a helipad for the PM Shree Air Ambulance Service.

Rs 70,515 Cr For Infra

The government has allocated a massive Rs 70,515 crore—17% of the total budget—towards infrastructure development. A key highlight is the introduction of Social Impact Bonds, a groundbreaking financial instrument that allows social service providers to raise funds from risk investors. The National Stock Exchange’s Social Stock Exchange will serve as the unified platform for this initiative, facilitating funding for various social services. To enhance rural connectivity, the government has proposed CM Majra-Tola Roads Scheme with an initial allocation of Rs 100 crore, aiming to connect village settlements to main roads. Another Rs 100 crore has been earmarked for rebuilding damaged small bridges and culverts.

Omkareshwar Mahalok

In line with its continued focus on religion and culture, the government has allocated Rs 1,610 crore for religious and cultural initiatives. A significant Rs 2,005 crore has also been earmarked for infrastructure development ahead of the Ujjain Simhastha-2028. Building on the success of the Mahakal Lok Corridor in Ujjain, the government has proposed a similar Omkareshwar Mahalok Corridor in Khandwa, home to the state’s second Jyotirlinga.
